Is it possible that you are updating the wrong SYSTEM CONFIG file? After an IPL, before doing anything else, issue CP QUERY PRODUCT and post the results. David Wakser

My first guess would be that you enabled DIRMAINT by hand using the SET PRODUCT comamnd. That does not survive a system shutdown and re-ipl.
