If there is no real need to create VSAM files in CMS, but merely to access VSAM files from CMS, I once had a Rexx add-on that allowed VSAM access to VSE packs linked to the user. It worked fine for my purposes, at the time. However, at this point, I don't know if I could even find it. It's been at least 10 years, perhaps more. I believe it was called VSAMIO. I'll see if any of my old tapes have it.
Until (or unless) VSAM changes in VSE (as it did in MVS), I see no reason why most functions would not continue to work. Shops that had it before IBM decided to drop support (because there weren't any problems to resolve) will continue to get it as they upgrade VM, but new shops cannot get it for love nor money?
