I'm not sure what you're looking for.  The rationale comes directly from 
your license agreement.  It is a license to use the software.   You can 
pay a one-time charge (OTC) or monthly (MLC), depending on the software.

We don't expect customers who have not previously used CMS/VSAM to start 
using it.  Existing shops can migrate or not.  If they find the value of 
the software exceeds the risk of running unsupported software, then they 
continue to pay.  The OTC software is often more financially acceptable in 
this regard since you can stop paying for maintenence at any time, but you 
have what is essentially a perpetual license to use the software.  (It can 
be revoked by IBM if you violate other terms of the agreement.)
