Thanks for all of the input on this.   I ended up getting everything to
work
using the commands from a VSE guest instead of an EXEC.  What was
throwing
me off was it would always work in production (VSE guest connected) but
not
in test (VSE guest disconnected).  Here is the end result in case anyone
is curious.
