Yep. You can still get them from good engineering libraries, but you need to be on good terms with the library. They're expensive journals. The ACM and IEEE digital libraries still index them if you pay for those.
It seems kind of penny wise, pound foolish (those two journals are some of IBM's best technology marketing), but as you say, they gotta pay thelight bills somehow. IBM is now charging for the IBM Systems Journal and Journal of Research and Development.
