I use my IBMLINK user/pw, IBM's Service Link menu, click Electronic Technical Response (ETR), then on the left list of options click either 'Report a defect (problem' or 'Ask a question': fill out the screens ..., you get a PMR number and email notification when IBM's responded, then you go back to IBM's Service Link menu, but click List ETR Records, click Submit, click your PMR number from the listed PMRs.
