OK then, here's the result of the "harder" test....

Following the specified:
CP SYSTEM RESET, CP SET MACH ESA, CP TERM CONMODE 3270, and CP REDEFINE 
009 _to_console_in_SYSTEM_CONFIG

IPL F00 LOADPARM CONSSYSC

a very brief set of normal IPL messages display, followed by a screen 
clear and the expected wait state 915 (in this case, the other sysres 
volume is not mounted).

While still in TERM CONMODE 3270 ...
IPL F00 LOADPARM CONSSYSG, and just to push it... repeated IPL F00 
LOADPARM with each of:  SYSC, SYSG, & even: GOOFY 
that same very brief set of normal IPL messages display, followed by a 
screen clear and the expected wait state 915 (in this case, the other 
sysres volume is not mounted).
These were the same messages that appeared VERY briefly above when in 
CONMODE 3270 before that Wait State 915 

Following CP TERM CONMODE 3215 ...
CP IPL F00 LOADPARM ABCD (not one of our old console addresses), and just 
to push it... LOADPARM any of SYSC, SYSG, & even: GOOFY 

that same set of messages displayed as in my previous post, and very 
briefly in the CONMODE 3270 (normal IPL messages, followed by the WAIT 
STATE 915, without a screen clear).

Keep in mind that it *IS* VM/ESA 2.4.0 we're talking about at this point. 
But it does seem that these test have confirmed Kris' initial belief: no 
SYSC (nor SYSG) support way back in VM/ESA 2.4.0.

BTW, the "z/VM Migration Guide" (an excellent reference for historical 
questions) shows that major 'console' features were added at z/VM:
4.4 - Integrated 3270 Console ("SYSTEM_3270" added to "SYSTEM CONFIG")
5.1 - OSA-Express Integrated Console Controller support
5.3 - Guest ASCII Console support

Ough, my test was a bit too easy.  I bet 
   i f00 loadparm abcd
would have done the same thing: the loadparm is ignored, and 
SYSTEM_CONSOLE is in the SYSTEM CONFIG, and is being used as not other 
console was found.  And you didn't try LOADPRAM CONSSYSC
One needs:
 SYSTEM RESET# SET MACH ESA#LINK MAINT 123 123 RR
 TERM CONMODE 3270
 Q V CONS
 DEFINE xxxx yyyy     where xxxx is the current console address, yyyy is a 
console from SYSTEM CONFIG
 clear your screen
 IPL 123 LOADPARM CONSSYSC
--> if you get MORE immediately... CP is started and does not use SYSC
--> if you remain in linemode, SYSC is used

I'd be surprised that CONSSYC would have been possible in VM/ESA 2.4.0.
But, you can try it easily:
- logon to a class G user
- DETACH all its R/W disks
- LINK MAINT 123 123 RR   --> RR, Read/Only is very important
- SET MACHINE ESA
- IPL 123 LOADPARM CONSSYSC
If it works, you'd see some VM IPL messages until VM dies as it cannot
write to 123, or doesn't find some page/spool packs to page out things.
But, I expect you will only see a "CP Entered: Disabled wait"

I always said: SYSC is only useful to IPL a VM system if you don't have to
change something to its default setup.  As soon as you want to select
another nucleus/config file/.. you need the help of SAPL, and that means
having a 3270 during IPL.
A modern z/VM allows for more overrides than just CONSxxx via LOADPARM,
but with 8 characters you don't have much space, if I remember LOADPARM
FNxxxxxx is recognized too
