With CP CLASS C, you can use SEND to talk to an OBSERVEd user...
But -maybe that's what is meant with "isn't quite tagged"- a disconnected
user with a SET OBSERVER is still able to capture CP Messages sent to it,
unlike to SET SECUSER.  With SET SECUSER, message are rerouted to the
secondary user, the primary has no means to grab them with IUCV.
