I have a user mod for DDR to interface with VM:Tape to request a new
volume at end-of-tape. Works with non-labeled tapes only.

Sorry, no.  This is one of those cases where you have to use a
programmed 
operator (e.g. IBM Operations Manager) to monitor the console of the
user 
running DDR.  Whenever DDR issues the "mount next volume" message, the 
programmed operator would see it and send the message to the system 
operator.
