On the VM downloads page, check out this package http://www.vm.ibm.com/download/packages/descript.cgi?CMDTABLE It will generate a file listing all the commands and their priv class. You can find all of the Class A commands in that file. Be aware, though, that some commands have multiple priv classes, so you will need to notice when a command is listed more than once and check the documentation to see if the function is different.
You can create user defined command classes and give the tape operators only the classes they need to do their job. The CMDTABLE EXEC can be used to check to see that you have the classes defined correctly.
