All 64-bit operating systems start life in 31-bit ESA/390 architecture 
mode prior to issuing the SIGNAL PROCESSOR instruction to switch to 64-bit 
z/Architecture mode.  It's hard to say if the psw is coming from the boot 
loader or the kernel.
