You may be attempting logon before the lockout period has expired. If the lockout period is 60 minutes, that is 60 minutes after the *last attempt*. So if you wait 59 minutes and 45 seconds, then attempt a logon, the timer gets reset to 60 minutes. It can be very frustrating for impatient users. Best to wait for longer than you think the timer is set for before trying to logon.
