Yes, the issue was I did not vary on the other addresses within the triplet (9701-9702). Once I varied this online I was able to get my vswitch enabled.

When I display the CHPID it looks good: q chpid 39 Path 39 online to devices 9600 9700 Is there something I am missing here?
