Mantra: Only volumes that you WANT online at IPL should be ALLOWED to come online at IPL. Use OFFLINE/ONLINE_AT_IPL in SYSTEM CONFIG. Have multiple CONFIG files to let you bring various sets of volumes online (incl. one with all devs online). Use the IMBED statement creatively.
