Does your company have HLASM on any other System z O.S.? If so it would seem that you could send the file there, run HLASM on it, and send the results back to z/VM.
Or... talk to your IBM rep or IBM business partner to see if IBM might HLASM this file for your one-time conversion effort. I seem to remember an IBM'er stating within the past few weeks that such was possible - check the IBMVM-L archives using the web browser version in place of e-mail.
