And just to close out the seeming discrepancies in the explanations you received, the requirements to be able to DIAL into an MVS *console* are different than those for a *user terminal*. While the GRAFs have to be there in either case, z/OS doesn't use VTAM definitions for the consoles (which makes sense as VTAM is not up yet...). Be careful with DIALed consoles. Be sure that you enable authentication on them, as ANYONE can walk up and DIAL MVS1.
