(even though you are surely no longer in need).

It is designed to work like the Unix 'touch' command, including
setting the time stamp on one file relative to that of another file.
It does not have the "set such-and-such time" because the original
reference that it follows also lacks that feature.  Might add that
soon, if time allows.  I'm pushing for a Unix/Linux/OpenVM compatible
command suite, even if just a subset.  This EXEC is part of that
collection.
