Do you already have a z/VM system? If yes, you'll certainly have no problem installing the new z/VM in a virtual machine using 3390-9 sized minidisks. Then, once installed, you can DDR the packs onto the starting cylinders of, 'dedicated' volumes (or even better, complete the configuration work in the virtual machine, including changing the volsers, before doing the DDR's so that you can't possibly get duplicate volsers on the real system).
