A quick Google search didn't turn up anything obvious.  Our z/OS folks
never heard of "Reserved processors" in z/OS (they see processors by the
command: D M=CPU).

Perhaps "them" are using the term "Reserved" for processors "Dedicated" to
an LPAR?

It might help to go back to "them" and ask "them" to be a little less
"reserved" about where "them" see "Reserved processors"?    :-)
No sense spinning your wheels searching for the answer to a poorly asked
question.

What O.S. reports "Reserved"?

z/VM 5.4 responds with processors: MASTER, ALTERNATE, DEDICATED, and
STANDBY.

z/VM is too outgoing to be considered "reserved".  But maybe z/VM 6.1 is
more shy?
