When we had to do this I wrote my own "nifty" exec TMVS (To-MVS)
which uses the VMFTP package. You are welcome to share it.
I haven't looked at it in a long time, but IIRC it supports PDS and
sequential files.
(I don't know if PDS/E would require any changes).
