Terry,
We went z196 at z/VM 5.4 with 2817 PSP and q  cplevel = 1002, ( RSU 5407 if I 
recall correctly).

If zBX is not a requirement, z/VM 5.4 with 2817 PSP will get'r done.
If exploiting a zBX is in your very near future, z/VM 6.1 is a must do.
