这个问题有两个方面，一个是词频，一个是在源文件中设了DYNAMIC_ADJUST = FALSE.
之前的码表用的是google的词频，后来有人说希望用scim中的词频，于是不再用
google的词频了。
后者是因为有人提出不希望仓颉中的字序变化，于是把动态调整也关掉了。
需要的话可以重新启用google的字频和动态调整字频，希望各个仓颉的用户能各抒己
见，等我10
