What steps will reproduce the problem?
1.当面板上的程序大小没有占满屏幕时，能显示输入法状态条，不能显示候选框(见附
件，抓屏的时候状态条会消失，状态条位于右下角)
2.当面板上的程序大小占满屏幕时，输入法状态条和候选框都不能显示(见附件)
3.导致只能盲打
4.scim可以，scim会将面板程序顶起一部分，使得面板程序不占满整个屏幕，然后在
右下角的空出部分显示输入法状态条
