I agree this problem is related to gconf. I am using gentoo. In ibus-1.3.0, there's no "gonf" USE flag. But in 1.3.1, there is. And one my gentoo, gonf is disabled by default, resulting in this problem. After adding "gconf" USE flag for it, it works.
