Comment #1 on issue 906 by Caius.Chance: ibus-table-extraphrase.pc was
installed to /usr/lib/pkgconfig instead of /usr/lib64/pkgconfig on 64 bit
machine.

Checked w/ autotools people on freenode, this is an expected behavior.
