What steps will reproduce the problem?
1. Configure IBus-Anthy's Input Type to Kana.
2. Turn on Japanese input mode.
3. Type voiced consonants or semi voiced consonants such as "が".
4. Typing back space deletes only Dakuten(濁点) "゛" and charater "か" remains.

What is the expected output? What do you see instead?
Whole character of voiced consonants is deleted.
Many Japanese IMs with kana typing mode work in this rule.

Please provide any additional information below.
Attached patch will fix this problem.
