IBus version: 1.3.7 & 1.3.8
Input method name and version: ibus-hangul
Python version: 2.6.6
dbus version: 1.4.0
dbus-python version: 0.83.0
gtk version (if bug is about gtk applications): 2.22
qt version (if bug is about qt applications): 4.4.7

What steps will reproduce the problem?
1.use french keyboard in system
2.try to type in hangul
3.this doesn't match standard input

What is the expected output? What do you see instead?
the a key on french keyboard is espected to have the same behavior than the q key (that is at the same place) on an english qwerty keyboard for hangul method.

But the a key on a french keyboard has the same behavior than the a key on an qwerty keyboard, this means that the keys are inverted for a<=>q, w<=>z and typing hangul is not standard.

Please provide any additional information below.
You can look at several reference of hangul keys on several locale keyboards by searching around the web, but the position of the key instead of the value of the key should be used as input value.
