The character on a/q/w/z are not related with the romanization of the a/q/w/z so they don't have to follow the keyboard configuration.

I suppose the trick should be to set false to the use_system_keyboard_layout

If I uncheck the corresponding option in general preferences, the hangul keyboard has a good behavior, but I can't type correctly with my french keyboard or using chinese pinyin input method.

Eventually the option could be added on the specific hangul method, but I don't think anyone is interested by a distortion of hangul keyboard on a non-qwerty keyboard.
