What steps will reproduce the problem?
1. Use the pinyin input method
2. Set to traditional mode
3. write "jie"
What is the expected output? -> 杰
What do you see instead? -> it is not here…

In fact �� has been simplified as 杰. However 杰 by itself is already a
traditional chinese character since it is used in taiwan and in ancient
litterature.
Here is a little website which describe that character and his usage
(taiwanese official website):

Another website give �� as equal in meaning as 杰 :

So we should be able to type it in traditional.
