New issue 1333 by [email protected]: Cannot trigger ibus panel when
switch back from a "No input Window"

1. activate input panel on a terminal window.
2. switch to firefox (alt-tab), which is not a input window.
3. switch back to the terminal window above.
4. ctrl-space failed to bring up the ibus panel. Desktop panel icon
claimed "No input Window".
Swtiching to another terminal window, the ibus panel can be triggered again.
Very annoying.
