New issue 1343 by pswo10680: translation template should be updated along
with ibus update

What steps will reproduce the problem?
1. Go to https://www.transifex.net/projects/p/ibus/ and click "ibus.pot"
2. You see most of the languages are all fully translated (100%).
3. Launch "Preference" in ibus, and you see many new strings are not
translated yet
What is the expected output? What do you see instead?
You should get a new ibus.pot updated with ibus update too. But the
translation template is just being outdated.
