New issue 1385 by [email protected]: ibus-1.4.0 fails to detect
/etc/machine-id fallback file (supported since dbus-1.4.16)

This upstream dbus commit added possibility of having /etc/machine-id, and
not one in /var at all:

Other upstreams like glib and pulseaudio have already followed the new
fallback and added support.
Attached patch is from the Gentoo bug by user "Alphat-PC" to solve the
issue.
