What steps will reproduce the problem?
1. pass --localedir=/any/whare/standard/location to configure and
build&install
2. invoke `ibus-setup' with LC_ALL=ja_JP.UTF-8
3. almost messages are in English, not Japanese translated one.
What is the expected output? What do you see instead?
All of message are in Japanese.
Please provide any additional information below.
