I guess your fctix settings does not effect ibus.
I think ibus works fine with gnome-shell.
But if you think the shell based ibus icon, ibus-gjs is provided:

Unfortunately it would work for GNOME 3.2 but not 3.4.
Currently the gtk3-vala branch works for Fedora GNOME 3.4 only since I had
discussed which codes could be upstreamed.
Now I almost decided to create a new package ibus-xkb for GNOME 3.4 and
will release it asap.
