apply the selected IM in the active window/tab only

In Fedora 16, I remembered my selected IM applied to the current active
window only. But in Fedora 17, I found the the selected IM will apply to
all windows.
I work with the people in different languages. The disappeared feature is
causing me a lot of troubles as I have to keep pressing "Ctl+Space" to
change the IM and I quite often forget to do it.
Pls allow to have a choice either apply to all or individual. I need a
desktop of user friendly.
