New issue 1519 by Caius.Chance: Preferences UI in ibus-setup (ibus-table).

ibus-table needs a preferences UI for further user preferred settings.
Otherwise, every user request has potential conflicts to other while as
developers we are not appropriate to make fair decisions always.
What steps will reproduce the problem?
1. Start ibus-setup.
2. Prepare ibus-table related table added to be available.
3. Click on the preferences button.
What is the expected output? What do you see instead?
Expected: Preferences window is opened.
Detected: Preferences button is disabled.
Please use labels and text to provide additional information.
There are code remains of previous implementation attempts existing within
the code.
