It's just that by default, wubi display only the small set of simplified
Chinese. While �� has a category of 2. Category 2 seems to mean "Big set
with simplified Chinese first".
So switch to "简大" or anything not "简" will have the char show up.
I guess most other "a char was missing but it has been in the table
database" bug are caused by this setting.
