The fix enables 'us(dvorak)' keymaps when you run ibus-setup, select "Input Method" tab and choose "Select an input method" -> "English" -> "English (Dvorak)". You can switch the 'us(dvovak)' keymap engine and ibus-pinyin input method engine. If you need the 'us(dvorak)' with ibus-pinyin, it would be a request for ibus-pinyin.
If you see /usr/share/ibus/component/pinyin.xml, the pinyin enables 'us' layout. If you insert '<layout_variant>dvorak</layout_variant>' in the pinyin.xml and restart ibus-daemon, you can test if ibus-pinyin will enable 'us(dvorak)'.
