My intuition is that:
Your ui didn't completely remove 1.4 settings.
Instead, you hided it.
However, when the theme stuff is broken, the hiden things show up again.
I guess that kind of UI would really confuse users.
Since GNOME already use part of g-c-c to manage IBus engines, ibus-setup
should focus more on cross DE/WM compatibility rather than GNOME nativeness.
