If use-system-layout is FALSE in ibus 1.4.y or lower, ibus converts the
keymap and ibus-anthy needed to use self.__commit_string .
ibus 1.5.y uses XKB directly so Latin mode can return FALSE.
The change applies to ibus 1.5 or later.
