I have the same problem, and the file '/etc/dconf/db/ibus' isn't
generated, but it has a dir '/etc/dconf/db/ibus.d/' with a
file '00-upstream-settings' inside.
How did you install 00-upstream-settings ?
ibus/data/dconf/Makefile runs 'dconf update':
