There are two problems.
1. ibus does not add XKB engines from the session XKB keymaps.
If ibus adds input method engines only, users cannot type ASCII so need
to get the preloaded XKB engines. The session XKB keymaps can be retrieved
by "setxkbmap -query".
2. ibus does not add input method engines by the current locale.
In your case, probably "pinyin" and "xkb:us::eng" needs to be preloaded.
I don't think the post script works because the login locale depends on the
users.
I have the Fedora internal patches in
https://github.com/fujiwarat/ibus/commits/gtk3-vala but they are not
upstreamed yet.
"Add libgnomekbd and load preload engines."
"Reload preload engines until users customize the list."
They are a bit big patches.
The concern is whether the task needs to be done by ibus or another setup
application.
