From ibus-chewing-1.4.7 and later, you need to add
make translations
to produce translations.
The change is for parallel build (e.g. make -j 16).
felixonmars, if you are the Arch ibus-chewing maintainer, perhaps you can
also provide your build script, I will merge it in ibus-chewing git
