The attached patch adds the popular, frequently used "Eliminate dead keys"
variant of the German keyboard layout to the keyboard layout list in
simple.xml.

This is a local modification I've been using for many months, since without
it, I cannot get ibus to use the correct keyboard layout on my Fedora 19 or
Fedora 20 systems (it's set in xkb via KDE's System Settings, but the
fallthrough to xkb doesn't work no matter the options).
