When typing pinyin, I think there is nothing to implement, it
already works.

For example,

东 U+4E1C
東 U+6771

are both matched when typing “dong1” (among other characters who match as well).

ibus-table has 5 Chinese modes which can be choosen in the property menu
or in the setup tool:

0 means to show simplified Chinese only
1 means to show traditional Chinese only
2 means to show all characters but show simplified Chinese first
3 means to show all characters but show traditional Chinese first
4 means to show all characters

I.e. when choosing mode 0, 东 will show up in the candidate list
but 東 will not show up. When choosing mode 1, 東 will show up
but 东 will not. When choosing mode 2, both will show up but
东 will be higher up in the candidate list than 東. In mode 3,
東 will be higher up than 东. In mode 4, both 東 and 东 will show up
but no particular order is enforced.

So you can control whether to get simplified or traditional Chinese
well when typing pinyin already, the pinyin one has to type is the
same anyway.
