This bug persists in the latest Unstable branch of Debian as of June, 2015.
I figured out a way to fix it, so I think it is worthwhile reviving this
bug report.
The cause of this bug is not clear. I installed ibus after a fresh install
of debian. It did not work after installation. Ibus could be started and
stayed in the tray but I cannot switch to other input methods in firefox,
geany etc. Apparently, X server need to be restarted to get ibus working,
but I forgot to do so. I removed ibus and reinstalled it. Then when I want
to start ibus, I get "Cannot execute default config program". If the demaen
is started by passing a -c option to ignore config program, another message
showed up :"Cannot execute default panel program". Reboot or reinstall
could not fix these issues.
The fix is to remove the cache files of ibus stored in ~/.cache/ibus. I
simply removed the whole folder. Then ibus can be restarted.
