You don't have to drop the mast.  Merely remove the forestay after  securing 
the mast with a jib and/or spin halyard.
 
Yes it is best to install a halyard restrainer.

I've just received my new Harken roller furler, and have a couple of

measurement purposes, but then later  it says that the foil can be installed by 
sliding it up the stay. But that may  just mean after you've reinstalled it.

Also, it says that some rigs  need a halyard restrainer to prevent halyard 
wrap. Does the C27 need one? It'd  sure be easier to put it on now than have to 
drop the mast a second  time.
