I actually enjoy the sound as long as it's not too loud.  It's as much a 
part of the sea as the sound of seagulls and surf.  Think of it as a 
sailboat's wind chimes.
I'm not sure what the etiquette is regarding bungeeing another boat's 
halyards.  If it's absolutely driving you nuts, you can always plead 
temporary insanity.
