Mark is correct, but sailing is a very analog thing. Sail up or down being
digital but how much tension is a very finesse kind of thing. You can also
fight the age of a sail when trying to set the luff tension, if it has a
shrunken bolt rope.

 

Generally speaking skippers tend to over tighten. This is especially true if
you are in choppy conditions. In a choppy sea you need to trim the boat to
accelerate back up to speed rather than for the higher speed.

Raise it as high as possible. Tension it enough to remove any horizontal
wrinkles but not so much as to create any vertical wrinkles. Tensioning the
sail will alter the "airfoil" shape so it can be "tuned" for different wind
conditions

On a related topic, please help me answer this longstanding question: 
How high/tight to raise the sail? That is, what indicators can I use to
gauge whether I've raised the main to the appropriate hight?
