Can you rephrase your question? There shouldn't anything in a bilge I don't understand but I couldn't get a clear mental image of what you're looking at. Most bilge pumps get activated by a float switch so very often you'll see a wire go to the float switch and then on to connect to wire from the manual the bilge pump switch before it reaches the bilge pump. The term "plugged" throws me a bit since I would normally expect self sealing crimp connection for the bilge pump and switch wiring. Some of these are open and you can raise the float by hand to start the pump and see how it would work if there was water in the bilge. Ours is electronic and looks more like a round Plexiglas pepper mill with wire coming out near the top.
